Follow direct orders and Imperial Law or become Anathema.
Donate spare gold and equipment or become Anathema.

These sorts of things add up rather quickly. Not being able to attack in twon (under most circumstances)
can be quite dangerous if your prey knows you are Empire. They can get a first hit of their choice in
while you sit there obeying Imperial Law (or run out of town, so you lose Arbiter protection). Not being
able to maintain a big sack o' cash is a bit of a pain as well, assuming your sect leader is competent
enough to keep track. (Some are, some aren't.) And direct orders can be a bitch, especially when the
Omegus gets cranky. There's usually a lot of chaff down at the bottom ranks to absorb the worst punishment,
but if you are in the wrong place at the wrong time, or just said something dumb, better makes friends with the
other Anathema.
