He is very quick to want people. I do not think
there is any set rules on how much proof is
needed, so he can use almost no evidence. Eventually he will be wrong and get the boot.

If he is playing lowbie characters then hears a yell and logs on with the arbiter, well, he will get more than just a boot.

Not sure what the rule is on perma-witnesses like Cebony. Those people annoy me. Just cause the arbiter knows him in real life is no reason to take his word as fact for every case.
