I think he misrepresents the argument he himself is trying to make by saying things like "Personally i cant understand why someone would opt not to get in any pk with fair chances...." However, what I believe he is criticizing is the tendency of Imperials in general, and perhaps the current Emperor in particular, to take actions that while partly justified in character, have the effect of making the game boring OOC. The current Empire/Master conflict is sadly not a war, but a massacre that gives what few hero masters there are even less reason to show up. If you at least had people like Waigerits, Raag, and Azaera showing up often, there might be something of a fight. The declaration of war is macrocosm of how Empire conducts itself on a day-to-day basis (for example the thread above about that Imperial raid on Sylvan). It's no more fun to overrun a hapless foe than it is to be the hapless foe that's overrun, really. Not unless you're a sad fellow who cares not at all for any challenge. I've been on the "dominant Imperial" side (the apex of Istendil's emperorship) and I can tell you, it was boring as hell most times. I'd log on at night, type "who pk" and see [EMPIRE] next to everyone's name. Occasionally some brave soul would appear, and the others would go into a bloodthirsty fit hunting them until they either died or quit out. After an hour or so of that, I'd log off and work on practicing my lowbie invoker, which was actually more enjoyable than being on as my Imperial sect leader. Yes, Genofen's move is good for the Empire. Yes, it's good for the Empire to only raid when they have 0 chance of casualties. But honestly, isn't that boring?
