I inducted almost everybody who got to talk to me that had a half-decent concept of their character. And yes, I talked to as many people as I could, given that I usually had 5+ people waiting to interview with me within 20 minutes of logging on.
If you think my standards were too high, well, god forbid I ask you to roleplay or think just a little before I induct you into battle and let you run off killing everything in sight.
