The real problem with the Empire is the lack of skilled players who are choosing to play it. This is, after all, what truly decides which cabal is in power at any given time. It all comes down to who has 3 or 4 skilled, experienced heroes who show up regularly. The few skilled players that the Empire does have don't show up regularly and leave quickly after being slain by a Sylvan death-squad.

Personally, I say let the Empire fall and be swept away. Let the game evolve as it is.
