I wouldn't even give a second thought to the empire ... When I first joined thats who I wanted to join ... but now. I think most evils now would prefer to become a Master if evil for the benefits ... same for warriors to become Ragers. Scarab is now turning to be another sorce (especially roleplaying wise) that is taking away from the Empire which of course relies heavily on numbers. The thing is as far as I see there is nothing wrong with the running of the Empire. It is their powers lets face it ... in so as they come to late in an adventurers career. They should be given earlier, this may fix the problem. I believe this needs to overhauled more then Paladins. The main problem is right now I believe the imms are looking at fixing the Arbiter cabal (not sure on this.)
