+Strength gear can be found, some more easily than others. It's more a question of what you have to give up in terms of other things (like damroll) to get it. At one point with a human warrior, I had a 23 strength and was wearing +13 in strength gear (more was possible), and had a 40ish damroll (this at hero, with fairly nice gear). You can look on the items page here to get a decent idea of what's out there, but exploring might find other and better stuff, as well as stuff that's actually in often.
