Character B is not breaking a rule of the game. He's not cheating, and not doing anything justifying OOC intervention.

While he is breaking a law of his cabal, that is an IC issue. If you choose not to report it to his sect leader IC, no problem. It's your decision.

What "The player of char A obviously wants" has no bearing on the situation. That is the definition of Out Of Character.

(Character B may or may not be breaching his own role. Actually, you or I don't know. Only they do, and maybe some IMMs who have examined their role. In any case, if Character B is breaching role, it shouldn't encourage Character A to also breach role and go tattling to the nearest IMM.)
