What do you want a player to do in this situation:

Char A is attacked in town by Char B.
Char B is a member of the Empire cabal and not supposed to be attacking in town. He's breaking the Imperial Law.
Char A, though, has no IC reason to go telling on him to either his sectleader or to an empire Imm.
But the player of Char A obviously wants the empire imms to know that Char B is breaking the laws and should suffer for it. How do you want this sort of thing to proceed?
