Do we distribute those equally? And if so, Empire is pretty much guaranteed to lose their
item. So the Empires will get bored and get off.
And Empire is so easy to get into that when Empire does
well it is really easy for people to switch to their
Empire character. If the imms want Empire to be a
permanent part of the cabal field then we should try
and back down our cabal choices somewhat. If you really want
some good skirmishes, don't mix your players between 7 item swapping
cabals, mix them thru 3 or 4. I think the best thing that could be done would be to make more cabals like Dawn and Troupe. I'll do a reply with some possible field rearrangements.
