Masters - they permanently imbed the orb of magic in the Tower. They lose transform. They lose their practice requirement. They go back to being nonaggressive. They cannot take other cabal items, just like dawn.
Then it would be easier to role-play a studious mage.
Scarab - Why would Scarabaeus let his unholy icon be stolen? Again, make them just like Dawn. If they need to lose a cabal power then take one away.
It is really a religion, not a cabal, right?
Entropy - They are pretty much guaranteed a beat-down from Arbiters or Empire. Make them like dawn. Remove dopple again or weaken some powers.
They aren't pk powers anyway, right?
Those are three good cabals that would probably have their role-play benefit from getting out of things. They probably also have the people that think for themselves the most (any align for masters, self-sufficient for scarab, chaotic for entropy).
So you are left with Arbiters, who never have problems keeping their powers,
Empire, Battle, and Sylvan. Your more dogmatic cabals get to have the all out old-school cabal wars.
The Dawns, Troupes, Masters, Scarabs, and Entropies of the world enhance its role-play.
