Almost arbitrarily anathemizing bloodoaths is a poor approach and weakens your sect in the long run. You induct everyone but the weakest and dumbest, and you make *sure* that everyone is contributing. The majority of the citizenry of the Empire are fodder. This is acceptable so long as they continuously feed the coffers of the Sect, and do not disgrace the Sect as a whole. The sort of "tests" you speak of should be reserved for morons who slipped by somehow, and for skilled people whom you perceive as a threat and wish to undermine.
