Ahh..but the War Master position is the best sect leader position. Rarely are there fewer then 5 bloodoaths around. It makes things very interesting. Usually I just made bloodoaths kill me a ranger or a druid and bring me 100k. Just so I would interview them. I would also pit bloodoaths against eachother. On one occasion I called two to the gates of the citadel and told them, "One of you will become a citizen, the other will become anathema." On another occasion, I granted a warrior citizenship on the condition that he kill a necromancer who had stolen from the Blades. If he had failed he would have become anathema. I made it pretty tough, and interesting for bloodoaths to become a citizen. I had a few who were very pissed at me, I also got a few compliments(even from anathemas) that they liked what I had done. I imagine its alot like being an immortal and giving out quests.
