The only time empire or masters whip on battle and sylvan is when they show up IN FORCE. I'm talking like 6 empire heroes, or 4 master heroes at a time. This is rarely the case cause a few of them have deleted. Another big factor is the fact that sylvan finally has some members who are competent and can get the sapling back or defend it when they have to. Battle also is showing a membership increase reminiscent(sp) of Thror's days. As an aside, if Sylvan had a leader that would interview once in awhile you'd see them kicking serious ass. But, just getting an interview with her is like pulling teeth. She's always "busy" ranking or hunting, a sure sign that a better leader could be picked.
