Arbiters can be a fun cabal to be in but for me that means being corrupt and surly to all those who talk to me. And then flagging people based on what I want, not whether the crime is real or not. For me I see arbiters as a boring cabal unless you play the part of the evil bending the law to his or her needs. Maybe that is just me.
