Knowing what I know about both Cabals, I'd say empire has the edge. Much of that opinion comes from the sheer number effect. Serafim has been even slower than most Master leaders to induct, and therefore there are fewer masters. Genofen and the rest of the sect leaders have, on the other hand, been quick to induct, even for empire, and so their ranks have swolen. Also, Empire powers when combined -- and the sects work together obscenely well, especially given that they were intended *not* to -- are the best in the game, even better than sylvan. (Yes, each sect alone is ok, not the best, but they all work together and so you must assume that the warriors will have black shroud, haste, shields, etc. That's reality, folks, and the way it's in fact been for empire for a long time) Masters one on one would win, I believe, but that's not the way the war will be fought. As usual, when the empire has the council or a few key powerful players on, they will have the orb. And all those near-infinite lowbies will ensure that masters have a hard time retaking the orb, and a hard time keeping the codex, if they take it. I give 7 to 2 odds, in favor of Empire.
