[Warning: the following analysis is sans-RP. Obviously, roleplay concerns can/should override all of the below.]
Best races:
good--human
neutral--gnome, human
evil--human
Archons are quite simply better than devils, and angels are better than demons (in the hands of a good-aligned conjurer, compared to the latter in the hands of an evil conjurer). Are there situations in which you want a devil? Sure. But you usually want an archon. I forced myself to use ice devils most of the time, just because running around with archons all the time didn't feel right, but I felt much safer when I had a transplendant sitting beside me.
So, you should play a good conjurer, right? Not so fast.
If you're good, you can't be Imperial. And Empire conjurers are utterly and profoundly sick. With the proper approach to things, you can get back 100% of your mana each tick, for starters. Aside from making it harder to surprise you, that makes the class a LOT more fun to play. Sleeping for mana sucks. And I won't even begin to go into tactics with evoke... Minalcar and Ingvar, among others, can tell you about how much fun that can be.
