I believe he's referring to Ahvlannon, an elven sylvan warrior who referred to himself as Blade-singer. Whether or not he had a quest skill of the same name or not I don't know. It has something to do with a book I haven't read I think. I figure he was another sylvan that took his role from a book, but I could be wrong.

As for bards getting this "blade-song", it's probably impossible since bards can't dual wield and that's key in this "blade-song."
