How to deal with Arbiters 101:

I shall give some advice from my limited knowledge of how to best deal with Arbiters when being investigated. Since Arbiters act in a set manner,
common knowledge of this approach should not make it any less valid.

1. Never turn yourself in while wearing a stitch of equipment. Ever. There is nothing in the laws that says an Arbiter needs to give you back any of
your equipment if you turn yourself in. I turned myself in for a first offense once to an Arbiter, he immediately ran into his guild and started trying on
my stuff. Then he told me he forgot what things were mine... funny, he was wearing half of them. How forgetful of him. Anyway, always stash your
stuff even if you plan to turn yourself in and it is your first offense.

2. When asked to go to a city to speak to or be judged by an Arbiter for any reason, always refuse. The sad fact is if you show up in town, the
Arbiter is likely to flag you if he has any reason. You have rid the Arbiter of the task of hunting you, removing one his main negatives of flagging
you. Positives of flagging you when you stand next to him are that he earns an easy kill and an easy loot. These positives usually outweigh any
advantage you could get from allowing the Arbiter to judge you. Stay somewhere that nobody goes and talk from there.

3. If you can, get rid of incriminating corpses as quickly as possible. Rangers and Necromancers are the ones who can accomplish this task, try to
enlist one to do it if you can't do it yourself.

4. Never admit you broke a law for any reason. This should be obvious, intent and extenuating circumstances mean jack to Arbiters.

5. If the Arbiter heard the yell, you are already flagged. You can say you were doppled, but you are probably out of luck. Once the flag is placed,
the Arbiter will keep it. Next time, be more careful when committing your crime.

6. OK, you are someplace safe and the Arbiter didn't see it but your victim has witnesses. This is what you say. "I recently killed (victim), but it was
outside city limits. He was with (any known witnesses).". See if you can pay off some lowbie out of your range with some gold or something nice to
respond to Arbiter questioning that he saw you just kill the victim outside of town. If you did away with the corpse, tell him to locate it since it is
outside city limits. In my opinion, this is your best bet to avoiding the flag. You just gave the Arbiter a scenario where the victim is pissed and is
lying in an attempt to flag you. The Arbiter has the negatives of wrongfully misplacing a flag and having to hunt you. Unless he locates some nice
items on you, the loot he will get from your demise is an unknown.

These tips will not guarantee that you will avoid the flag, but may better your odds. If anyone has further suggestions, I would like to hear them.
