In my opinion, Thera is its own world, with its own set of "natural/magical laws." The premises of our ooc reality do apply in most all non-magical cases to an astounding degree considering we're dealing with a text based game. That said, if you consider your questions in light of how a real eagle/falcon or tiger/ram/lion would measure up you'll probably come to a conclusion thats fairly close to how the forms interact in CF.

Its apples and oranges, and other circumstances as well...both types of forms pose a threat, but you might as well ask how a thief and an assassin compare as offensive threats.

Before playing an air major I played an offense major. You should decide which fits your role better, these two groups of forms are really well balanced in my opinion and their characteristics mirror their real life counterparts as closely as can be expected in Thera.
